After a failed attempt to revive the plant, the building has sat idle since 2017. Crowley Factory Lofts, LLC, will redevelop this site into a mixed-use development with 48 housing units and 59 parking spaces. The project, located at 149 and 135 Conklin Avenue in the City of Binghamton, will restore the waterfront building’s second and third floors with one- and two-bedroom market-rate housing units with square footage of approximately 44,433. The ground floor will be a flexible commercial space with approximately 10,000 square feet and an additional 14,000 square feet for parking and storage.The project will provide much-needed housing for young professionals and families and eliminate a source of blight on the City's South Side Conklin Avenue neighborhood
The proposed project consists of the rehabilitation and preservation of twenty-two (22) three (3) story brick garden-style apartment buildings: Town and Country Apartments located at 380 Chenango and 13 Pearne St, Binghamton, NY. The preservation of these existing units is a high priority for the City of Binghamton. The city has approved $3MM in American Rescue Plan Act (ARPA) funding for the project, identifying a priority need for Affordable Housing in Binghamton.The project will preserve 256 units of affordable housing in need of substantial rehabilitation. 98 of the 256 units are restricted by a HAP Contract, while the remaining 159 are leased to low- and moderate-income households. After completion, all units will be restricted to households earning less than 60% of AMI.

The site is also eligible for listing on the National Register of Historic Places.The project involves acquiring the site, with a focus on historic preservation of the exterior and adaptive reuse of the two existing buildings. The outside lot was also excavated, dead trees were removed, and the parking lot has been repaved. A building facade was completed remodeled and winterized, and a new entrance and walkway were added.Currently, the upstairs is undergoing renovations to add 16 additional rooms for patients and medical office staff. The bathrooms were completely remodeled. With this phase, a brand-new addition is being added to the back of the building. This addition will house an Open MRI unit and a Zap Radiosurgery Machine - the first one of its kind in the area, and only one of five nationally. The historic rehabilitation of the former EJ Victory Building into a mixed-use commercial building will revitalize an iconic "anchor asset" in the Central Johnson City neighborhood and serve as a catalyst for economic development in Johnson City. When the rehabilitation is completed, the building will provide the neighborhood with 108 market-rate apartments and 7,500 square feet of commercial space for prospective businesses. The creation of a more business-friendly community in this neighborhood will connect the area north of Main Street in Johnson City with the area south of Main Street in Johnson City, which is currently home to the Southern Tier Health Sciences and Technology Innovation Park.
L3 is planning to lease a new facility at 147 Industrial Park Drive to relocate their operations. They will be the sole tenant of this building and will work with the owner on building renovations, including the addtion of 20,000 s/f of space, bringing the building total to 100000 sf. L3 has stated their desire to stay in the area and move into a state of the art free standing building. They are seeking a standard pilot and assistance from NYS to retain more than 105 jobs in Broome County. They plan to create an additional 13 jobs with the move.
GMS Realty, LLP will be looking to purchase the site at 47-51 Pine Camp Drive in the Town of Kirkwood, Broome County, New York. Its affiliated entity, Green Mountain Electric Supply, Inc. (GMES) is a wholesale supplier of electrical supplies and a third-generation family-owned business since 1953. GMES will use the facility for electrical materials and supplies for its wholesale business. The facility will help fulfill its 16 New York branch locations and 2 New York distribution locations - including the recent location it opened in Binghamton. As a location for its wholesale business, GMES will have material coming in from its vendors, storing it, and then shipping it out to and from its branch locations.Size of Proposed Project: Green Mountain Electric Supply will not add to the 287,394-square-foot building. It will only be renovating the current building, and its approximately 48.1 acres.Impact on the Town of Kirkwood: Green Mountain Electric Supply is a high-growth company with ties to its local communities. They are proud of their buildings and do their best to make them look great in their communities. The Town of Kirkwood will be no different. On top of that, GMES would be looking to hire 20 or more people after the completion of this project to help the community with jobs that include warehousing positions, driving positions, and some management positions.

The Project involves the demolition of an existing abandoned structure to be supplanted by a modern ground-up development of a three-floor (and subterranean basement space for recreational activities) with 24 residential units comprised of a unit mix of twelve 3-bedroom, six 2-bedroom and six 1-bedroom units. The total square footage is approximately 31,500. The Project Is expected to be constructed with a modern design consistent with those being constructed at the Binghamton University buildings about one block away. The building on site, 1 N Depot St was built between 1876 and 1885, and is listed on the national register of historic places and Is a local landmark. Preservation of the original exterior brick facade and the orlglnal signage from historic local companies wlll be a priority. A structural analysis of the building has confirmed action needs to be taken now in order to preserve this large historic structure.

Retrofitting these vacant stores are a challenge as the stores are not only old and functionally obsolete but due to the size, there are very few concepts big enough to back fill without subdividing and re-purposing for several unique tenants. This project will take a substantial investment on behalf of Spark Broome, LLC as many of the mechanical such as the HVAC system need total replacement to bring it to today's standards. Common space and corridors will also need be planned and constructed allowing access for multiple tenants and the general public to the building and mall entrances. Spark Broome, LLC has been aggressive with re-imagining the vacant space and has several potential tenants either secured or currently in negotiations.
