The Agency Supports Transformative Housing Project in Johnson City

The Homesteads on Grand apartment complex is nearing completion in Johnson City, bringing new life to the former site of the iconic Philadelphia Sales store. Located at 333 Grand Avenue, the $31 million development is set to welcome its first residents by December 1, 2025, marking a major milestone in the village’s revitalization efforts.

The Agency is proud to have played a key role in supporting this transformative project through approved PILOT (Payment in Lieu of Taxes) benefits. By working closely with Regan Development Corporation and local stakeholders, The Agency helped ensure the financial feasibility of the Homesteads on Grand initiative—one that will soon provide housing for hundreds of residents and contribute to the long-term vibrancy of the community.

The apartment complex includes 72 residential units—ranging from one- to three-bedroom apartments—as well as 6,200 square feet of non-residential space. Managed by The SEPP Group of Binghamton, the development has already generated strong interest, with initial applicants selected through a lottery system.

Once home to the beloved “Phillies” discount store, the four-acre parcel has undergone a remarkable transformation. The Agency’s support through PILOT benefits reflects its ongoing commitment to fostering smart growth, supporting housing development, and strengthening Broome County’s economic future.

As construction crews apply the final touches and the parking lot is paved, the Homesteads on Grand stands as a symbol of what’s possible when public and private sectors work together to reimagine space, invest in people, and build for the future.
