REQUEST FOR QUALIFICATIONS: ARCHITECTURAL & ENGINEERING / ENVIRONMENTAL & CIVIL SERVICES

The Broome County IDA/LDC (The Agency) is seeking REQUEST FOR QUALIFICATIONS from all interested and qualified engineering/architectural firms to provide services to The Agency for a period as noted below on an “as-needed” basis as determined by The Agency, effective April 1, 2026, for the below listed professional services:

PROFESSIONAL SERVICE TERM CONTRACTS

The Agency

THE AGENCY RESERVES THE RIGHT TO AWARD MORE THAN ONE CONTRACT

UNDER THIS SOLICITATION

Each firm may provide general consultation / technical support, planning / programming, design, bidding, and construction support services for various projects within Broome County.

The General Scope of Building Engineering Services may include, but may not be limited to: (A) Planning / program development and review with involved agencies, (B) Preliminary design, schematic design, and design development for each respective discipline, (C) Preparation of Plans and Specifications, (D) Preparation of Bid Documents and Bid Assistance, (E) Construction-Phase Services including on-site inspection and/or Clerk-of-the-Works, (F) Post-construction phase and final project close-out services to assure compliance with all guarantees, (G) Miscellaneous technical support and assistance, as necessary and, (H) Coordination of review and approval with involved agencies, as required.  The design and construction work is to be in accordance with all applicable rules and regulations, including but not limited to: the New York State Departments of Transportation, Health, and Environmental Conservation, etc., New York State and local Building/Fire/Safety Codes, and any other involved agencies (Federal, State, and Local).

The Agency may choose to select more than one qualified firm based on assessment in the following areas: (A) specialized experience, (B) capacity and capability of the firm to perform the work, (C) past record of performance.

All work must be performed under the direction and supervision of a Professional Engineer or Architect (or other licensed professional, as required by law), registered to practice in the State of New York.  The licensed professional should be aware that The Agency has specific professional liability insurance requirements for professional services.

Interested firms must respond by sending two (2) hard copies of expressions of interest to Natalie Abbadessa, Director of Operations, The Agency Broome County IDA/LDC, FIVE South College Drive, Suite 201, Binghamton, NY 13905. In addition, please send one (1) electronic copy to Amy Williamson – acw@theagency-ny.com

If the requested services are not available within a single firm, it will be necessary to include the above requested information for each proposed subcontracted firm. The Agency assumes no obligations, responsibilities, or liabilities to reimburse all, or part of the cost incurred by parties considering a response to and/or responding to this RFQ. All such costs shall be borne solely by each consultant and its team. The Agency reserves the right to reject any or all submittals and to change or add to the selection criteria at any time during the screening process. The Agency reserves the right to cancel, withdraw, postpone, or extend this RFQ in whole or in part at any time prior to execution of a definitive agreement by The Agency without incurring any obligations or liabilities.

All responses should be addressed to and received by Natalie Abbadessa no later than 3:00 pm. local time, Friday February 27, 2026. The Agency may choose not to consider them.  Please label each individual envelope, “RFQ for Term Contract”.  The Agency reserves the right to award more than one contract under this solicitation.
