Project Update: The Agency Attends Ribbon Cutting of the Confluence Court Apartments Project, Supported by Agency PILOT Incentives

The Agency is proud to have supported the redevelopment of Confluence Court Apartments through a Payment in Lieu of Taxes (PILOT) agreement, helping bring new life to a long‑vacant historic structure in the heart of downtown Binghamton. Once an underutilized office and manufacturing building, the site has now been transformed into 111 high‑quality affordable and supportive apartments, addressing a critical community need while strengthening the city’s urban core.

Led by Helio Health in partnership with Eagle Star Housing, the project combines the renovation of the existing building with a new three‑story addition, creating a mix of studio, one‑bedroom, and two‑bedroom units — including apartments reserved for individuals earning up to 60% of the Area Median Income. Several units are fully adapted for mobility and hearing/vision accessibility, ensuring the development meets the needs of residents with disabilities. A significant portion of the building is dedicated to supportive housing, offering onsite case management, life‑skills training, employment readiness services, transportation assistance, and community‑building programs. This holistic model provides residents with the stability and wraparound support needed to achieve long‑term independence and well‑being.

The Agency’s PILOT support played a key role in making this redevelopment possible, reducing upfront costs and enabling the project team to reinvest in high‑quality construction, accessibility features, and robust supportive services. By revitalizing a historic downtown structure and creating much‑needed affordable and supportive housing, Confluence Court Apartments strengthens neighborhoods, supports vulnerable populations, and contributes to a more resilient and inclusive Broome County.
